and were originally submitted to this office for the McGuire and Catawba facilities by letter dated September 9, 1985.
The Region transferred the changes to the Office of Nuclear Reactor Regulation (NRR) per agency policy since they involved vital equipment.

By letter dated January 13, 1986, NRR responded to you that deletion of an item of safety related equipment from the list of equipment protected as vital would decrease the effectiveness of your security plans and was not considered to be an appropriate change under the provisions of 10 CFR 50.54(p).
Your letters of May 20, 1986, addressed the issue by removing the negative statement concerning the vital designation and maintained the same protection criteria as the earlier submittals.
Since it is similar to your first proposal 4
and contains policy implications regarding protection of randomly routed vital piping, we have transferred the change to NRR for review and final disposition.
The enclosure to your letter is being withheld from public disclosure because it contains Safeguards Information and must be protected in accordance with the provisions of 10 CFR Part 73.21.
