APPENDIX A NOTICE OF VIOLATION Northeast Nuclear Energy Docket No: 50-245 Millstone Unit 1 License No: DPR-21 During NRC inspections conducted from April 26 to June 6, 1988, a violation of NRC i
requirements was identified.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, that viola-tion is listed below:
i 10 CFR 50 Appendix B Criterion III requires measures to assure that appro-priate quality standards are specified and that deviations from such standards are controlled. Criterion III also requires that measures be established for t
the selection and review for suitability of application of materials, parts, t
equipment, and processes that are essential to the safety-related functions of the structures, systems, and components.
Appendix C of the Northeast Utilities Topical Report (Millstone 1 Final Safety Analysis Report Chapter 17) cross-references ACP-QA 4.038, "Material Equipment Parts List (MEPL) for Inservice Nuclear Generating Facilities (NE0 6.01),"
to Criterion III. ACP-QA 4.038 requires that MEPL determinations be verified within sixty days and prior their incorporation into the MEPL.
Contrary to the above, a Material Equipment Parts List (MEPL) evaluation con-ducted on October 16, 1986 was not verified until and, in fact, found to be in error on May 25, 1988. As of July 18, 1988, twenty-three additional over-t due MEPL evaluations were identified as well.
This event is classified as a Severity Level IV Violation (Supplement I).

to this office, within thirty days of the date of letter transmitting this Notice, i

(1) the corrective steps which have been taken and the

results achieved, (2) the corrective steps which will be taken to avoid further

violations, and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
