Gentlemen:
This refers to the inspection conducted by Mr. T. O. McKernon of this office
during the period Julf 5-8, 1988, of activities authorized by NRC Operating
License NPF-76 and Construction Permit CPpR-129 for the South Texas Project.
Units 1 and 2, and to the discut,sion of our findings with Mr. M. Wisenburg and
other members of your staff at the conclusion of the inspection.
Areas examined during the inspection included a review of open items, Units 1
and 2 and Unit 2 preoperational test results evaluation. Within these areas,
the inspection ennsisted of selective examination of procedures and
representative records, interviews with personnel, and observations by the NRC
inspector.
The inspection findings are documented in the enclosed inspection
report.
Within the scope of the inspection, no violations or deviations were
identified.
We have also examined actions you have taken with regard to previously

identified inspection findings.
The status of these items is identified in
paragreph 2 of the enclosed report.
