ENCLOSURE 1 NOTICE OF VIOLATION Carolina Power.and Light Company Docket No. 50-324 Brunswick 2 License No. DPR-62 During the Nuclear Regulatory Commission (NRC) inspection conducted on L

September 1 - October 4,1986, a violation of NRC requirements was identified.

l The violation involved an inadequate procedure regarding operation of a diesel generator jacket water cooler service water valve.

In accordance with the General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:

Technical Specification 6.~8.1.a requires that written procedures shall be established and implemented covering the applicable procedures recommended in Appendix "A" of Regulatory Guide 1.33, November 1972.

Section D.24.b.(1) of Appendix "A" recommends procedures for operation of diesel generators.

Contrary to the above, a written procedure covering diesel generators was not properly established and implemented.

The No. 4 diesel generator jacket water cooler service water outlet valve (V209) was manipulated on August 23, 1986, without a procedure.

This is a Severity Level V violation (Supplement I).

1 Pursuant to the provisions of 10 CFR 2.201, Carolina Power and Light Company is hereby required to submit to this office within thirty days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation:

(1) admission or denial of the violation, (2) the reasons for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
