DETROIT EDISON COMPANY DOCKET NO. 50-341 FERMI 2 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No.133 License No. NPF-43 1.
The Nuclear Regulatory Commission (the Commission) has found that:
A.
The application for amendment by the Detroit Edison Company (the licensee) dated March 23,1999, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.
There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment and paragraph 2.C.(2) of Facility Operating License No. NPF-43 is hereby amended to read as follows:

Technical Specifications and Environmental Protection Plan The Technical Specifications contained in Appendix A, as revised through j
Amendment No. 133, and the Environmental Protection Plan contained in j
i Appendix B, are hereby incorporated in the license. DECO shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.

This license amendment is effective as of its date of issuance and shall be implemented within 90 days.

3/4 4.4 REACTOR COOLANT SYSTEM 3/4 4.4.1 RECIRCULATION SYSTEM RECIRCULATION LOOPS LIMITING CONDITION FOR OPERATION 3.4.1.1 Two reactor coolant system recirculation loops shall be in operation.
APPLICABILITY: OPERATIONAL CONDITIONS 1 and 2*.
ACTION:
a.
With one reactor coolant system recirculation loop not in operation:
1.

a)
Place the individual recirculation pump flow controller for the operating recirculation pump in the Manual mode.
b)
Reduce THERMAL POWER to less than or equal to 67.2% of RATED THERMAL POWER.
c)
Limit the speed of the operating recirculation pump to less than or equal to 75% of rated pump speed.
d) increase the MINIMUM CRITICAL POWER RATIO (MCPR) Safety Limit to the value for single loop operation required by Specification 2.1.2.
e)
Change the Average Power Range Monitor (APRM) Simulated Thermal Power-Upscale Flow Biased Scram and Rod Block Trip Setpoints and Allowable Values to those applicable for single recirculation loop l
operation per Specifications 2.2.1 and 3.3.6.
f)
Perform Surveillance Requirement 4.4.1.1.4 if THERMAL POWER is less than or equal to 30% of RATED THERMAL POWER or the recirculation loop flow in the operating loop is less than or equal to 50% of rated loop flow.

4.4.1.1.4 With one reactor coolant system loop not in operation with THERMAL POWER less than or equal to 30% of RATED THERMAL POWER or with recirculation loop flow in the operating loop less than or equal to 50% of rated loop flow, verify the following differential temperature requirements are met within no more than 15 minutes prior to either THERMAL POWER increase or recirculation flow increase:
a.
Less than or equal to 145'F between reactor vessel steam space coolant and bottom head drain line coolant, and b.
Less than or equal to 50*F between the reactor coolant within the loop not in operation and the coolant in the reactor pressure vessel **, and c.
Less than or equal to 50*F between the reactor coolant within the loop not in operation and the operating loop.**
