Section C - Description / Specifications / Work Statement C.1 Statement of Work Task 1 - System Conficuration, Installation and Testino The Smithsonian Institution shall review existing documents and procedures which describe the information flow into the Docket Control Center at the Nuclear Regulatory Commission facilities in the Washington, D.C. area, current indexing and digitizing procedures, and text storage and retrieval methods.

Based on this review and in consultation with the project officer the Smithsonian Institution shall prepare a plan to incorporate a digital display system (which includes the Palantir optical scanning) into the existing pilot proiect opera tion.

The Smithsonian Institution will provide system specification and performance standards for the equipment and software in accordance with Manual Chapter 904, " Planning and Control of Automatic Data Processing (ADP) Resources." After approval by the NRC project officer, the Smithsonian Institution shall procure and install the system at a location designated by the NRC (in close proximity to the Docket Control Center).

The system will then be tested using selected representative records.

The test shall include:

(1) a demonstration of full text search with display of both text and image of

NRC-02-86-006 Page 3 the retrieval document on a high resolution terminal and in hard copy and (2) demonstration of the complete document capture process.

Upon successful completion of the testing phase, the performing organization shall provide the NRC project officer with ten (10) copies of the testing report. Upon acceptance and approval of the test and evaluation report the NRC project officer shall inform the performing organization.

Test and evaluation report Task 2 - System Operation and Demonstration The Smithsonian Institution shall provide the necessary training and assistance to NRC personnel to operate the system..It is estimated that document processing will be on the order of 500 pages of text / images per day for a five month period.

This will include both incoming correspondence, file copy documents, engineering drawings, and maps.

The scanner shall be equipped with the necessary optical image recognition software needed to recognize multiple fonts and to convert text to standa rd ASCII character string.

The digitized information shall be captured on magnetic disc, backed up on tape, and transferred to optical disc.

The Smithsonian Institution shall maintain quality control records on the perfonnance of the hardware and software.

For each record captured, the Smithsonian Institution, working together with Docket Control Center personnel,.shall arrange for a unique header on each document consistent with the existing system.

The performing organization shall demonstrate full text search and retrieval of text with images on a data base with no less than 5000 documents.

Output devices shall include high resolution tenninals and laser jet printers.

The Smithsonian Institution shall convert existing pilt' project electronic records estimated at 4000 pages of text, for incorporation into the digital display system data base.

the mastering and copying laser disc Task 3 - General Technical Assistance General technical assistance shall be provided in support of the NRC pilot project. Technical assistance shall consist of:

(1) assistance in development of the file architecture, subject index/ thesaurus, procedures for the capture and processing of rec ~ords and (2) following initial demonstration of the laser disc technology, providing technical guidance and assistance to identify and implement modifications to improve system perfomance.

Asiistance to improve system perfomance will include considera tion of mainframe computer interfacing and equipment upgrades.

Approximately 0.6 staff years of effort is anticipated for task 3.

C.2 NRC-Furnished Materials NRC will provide the performing organization with pertinent reports, data /information received from other sources which the performing organization identifies as beneficial to its understanding of the study, and schedules for key NRC actions.

For example, it is NRC's responsibility to see that the perfoming organization is placed on distribution for their pertinent NRC performing organization progress and topical reports and notice of program review meetings.

C.3 Disposal of Property Prior to closecut or termination of this project, a reconciled report will be developed by the performing organization to record available equipment and material purchased with NRC funds.

This report should be developed as soon as possible after project completion or a temination decision has been made, but not later than 60 days after the temination date.

The report should be submitted to the NRC Division of Facilities and Operations Support, ADM, and to the NRC Project Officer.

C.4 Contractor Acquired Materials The perfoming organization must notify the Project Officer prior to acquisition of capital, ADP, or word processing equipment.

The perfoming organization shall be responsible for providing all computer equipment and supplies, including computer paper, optional disks, printers, paper and other supplies required for support and operation of the project. All equipment purchased for this project whether by NRC or by the perfoming organization will be the property of NRC.

The performing organization shall be responsible for securing maintenance agreements with proven reputable vendors to perform maintenance on said computer equipment.*

Section 0 - Packaging and Marking The Contractor shall use standard commercial packaging for all items to be delivered. On the front 6f the package, the Contractor shall clearly identify the contract number under which the product is being provided.

Section F - Deliveries and Performance F.1 Reports, Documentation and Other Deliverable-End Items The reports listed below are to be prepared in accordance with NRC Manual Chapter 3202 (Attachment ).

F.1.1 Monthly Progress Reports By the 15th day of each calendar month, the performing organization shall submit a progress report in letter format which summarizes the following for each major task and subtask:

Technical work performed during the previous month, including:

Key milestones achieved a

Meetings or field trips attended with reference to letter trip reports submitted; 2.

Cost expenditures for the

month, including cumulative cost expenditures to date; 3.

Personnel assigned and their time expenditures including cost expenditures, listed separately for each person during the previous month and cumulative time expenditures to date.

4 Projection of costs by month to completion of work effort for the current fiscal year (October 1 through September 30).

The report shall also state the amount of cumulative cost expenditures to date and the percent that amount bears to the total funds which have been allotted to this contract.

In addition, the monthly report shall include a discussion of potential or actual contractual problem areas and their impacts.

If the schedule l

has slipped or if costs exceed project as reported this shall be stated and the reasons explained.

NRC-02-86-006 Page 7 The first monthly letter progress report shall provide the costs projection and detailed schedule of work.

Subsequent reports shall either indicate revised projections or indicate no change in cost and project schedules.

F.1.2 Final Reports The perfonning organization shall prepare an interim report for each subtask and a final report.

The reports shall consist of a sumary of the products delivered in accordance with the tasks and subtasks requested. The final report shall be presented in draft fem to the NRC Project Officer for review within 30 days after completion of the work.

Within 15 days following submission of the draft' report, the NBC Project Officer will comment in writing on the report.

The perfoming organization shall respond to these comments wittiin 15 working days following receipt of the NRC Project Officer's comments. Comments shall be mutually resolved by the NRC Project Officer and the performing organization.

If agreement on changes to the final report is not reached, the NPC Project Officer may request that the camera-ready copy be prepared with a caveat which says "The views expressed in this report are not necessarily those of the U.S.. Nuclear Regulatory Commission" or 1

incorporate a cover letter with the report.

The final report shall be prepared in accordance with NRC Manual Chapters 3202 and 5101 and

' checked with the cuality assurance requirements in this 50W.

F.1.3 Report Distribution The following summarizes the required draft and final report distribution under this agreement.

The NRC Project Officer shall provide the performing organization with the current mailing addresses for the distribution.

F.3 Quality Assurance For all draft and final reports delivered under this agreement, the perfonning organization shall assure that an independent review and verification of all numerical computations and mathematical equations and derivations are performed by qualified perfoming organization personnel other than the original author (s) of the reports.- If the performing organization proposals to verify / check less than 100 percent of all computations and mathematical equations and derivations in the report (s), (such as might be the case when there are a large number of routine, repetitive calculations), the performing organization must first obtain written approval from the NRC Project Officer.

Computer-generated calculations will not require verifications where the computer progr,am has already been verified.

.c In addition, all reports, including those which do not contain numerical analyses must be reviewed by the pc'rfonning organization's management and approved with two signatures one of which is for the performing organization's management at a level above the program manager.

When revision for those reports are issued, a section must be included in the revised report to document dates, reasons, and scope of all changes made since the issuance of the performing organization's approved report.

NRC has the option of appointing a peer group to review the draft report and make changes to the final report.

The perfonning organization may recomend candidates for the peer group for approval by the NRC Project Officer.

In the occasion of dissent in the content of the final report, dissenting party will have the option of stating its viewpoints and findings in a section of the report.

9 NRC-02-86-006 Page 10 F.4 Duration of Contract Period This contract shall become effective on either the date of award or the effective date as otherwise specified, and shall continue to completion the reof, estimated to occur within 16 months after said contract is effective. The estimated completion date is Section G - Contract Administration Data G.1 Consideration 1.

The estinated cost of the work under this contract is $349,983.

The amount presently obligated is $349,983.

j G.2 Indirect Rates The Smithsonian shall be reimbursed for allowable indirect costs heredunder at the rate of 25% of total direct costs.

G.3 Technical Direction

(

A.

Performance of the work under this contract shall be subject to the technical direction of the NRC Project Officer named in Section G.

of this contract.

The term " Technical Direction" is defined to include the following:

1.

Technical direction to the Contractor which shif ts work emphasis i

between areas of work or tasks, requires pursuit of certain lines of inquiry, fills in details or othe rwise serves to acconplish the contractual scope of work.

2.

Providing assistance to the Contractor in the preparation of drawings, specifications or technical portions of the work description.

3.

Review and where required by the contract, approval of technical reports, drawings, specifications and technical info rma tion to be delivered by the Contractor to the Government under the contract.

B.

Technical direction must be within the general scope of work stated in the contract. The Project Officer does not have the authority to and may not issue any technical direction which:

1.

Constitutes an assignment of additional work outside the general scope of the contract.

2.

Constitutes a change as defined in the clause of the General Provisions, entitled " Changes."

In any way causes an increase or decrease in the total estimated i

contract cost, the fixed fee, if any, or the time required for contract perfonnance.

4.

Changes any of the expressed terms, conditions or specifications of the contract.

ALL TECHNICAL DIRECTIONS SHALL BE ISSUED IN WRITING BY THE PROJECT OFFICER OR SHALL BE CONFIRMED BY SUCH PERSON IN WRITING WITHIN TEN (10) WORKING DAYS AFTER VERBAL ISSUANCE.

A copy of said written direction shall be submitted to the Contracting Officer.

The Contractor shall proceed promptly with the perfqrmance of technical directions duly issued by the Project Officer in the manner prescribed by this article and within such person's authority under the provisions of this article.

i If, in the opinion of the Contractor, any instruction or direction l

issued by the Project Officer is within one of the categories as defined in B(1) through (4) above, the Contractor shall not proceed but shall notify the Contracting Officer in writing within five (5) j.

working days after the receipt of any such instruction or direction and shall request the Contracting Officer to modify the contract accordingly.

Upon receiving such notification from the Contractor, I

the Centracting Officer shall issue an appropriate contract modification or advise the Contractor in writing that, in the Contracting Officer's opinion, the technical direction is within the scope of this article and does not constitute a change under the Changes Clause.

D.

Any unauthorized commitment or direction issued by the Project Officer may resul t in an unnecessary delay in the Contractor's performance, and may even result in the Contractor expending funds for unallowable costs under the contract.

E.

A failure of the parties to agree upon the nature of the instruction or direction or upon the contract action to be taken with respect thereto shall be subject to the provisions of the contract clause entitled " Disputes."

G.4 Project Officer A.

The individual (s) listed in "B" below is (are) hereby designated as the Contracting Officer's authorized representative (hereinafter called Project Officer) for technical aspects of this contract. The Project Officer is not authorized to approve or request any actToii which results in or could result in an increase in contract cost; or terminate, settle any claim or dispute arising under the contract, or issue any unilateral directive whatever.

(1) monitoring the i

progress, including surveillance and assessment of perfomance, and recommending to the Contracting Officer. changes in requirements; (2) interpreting the scope of work; i

(3) performing technical evaluation as required; (4) perfoming technical inspections and acceptances required by this contract; and (5) assisting the Contractor in the resolution of technical problems encountered during perfomance.

Within the purview of this authority, the Project Officer is authorized to review all costs requested for reimbursement by Contractors and submit 4

recomendations for approval, disapproval, or suspension for supplies / services required under the coptract.

The Contracting Officer is responsible for directing or negotiating any changes in tems, conditions, or amounts cited in the contract.

For guidance from the Project Officer to the Contractor to be valid, it must:

(1) be consistent with the description of work set forth in the contract; (2) not constitute new assignment of work or chat.ge to the expressed terms, conditions or specifications incorpora ted into this contract; (3) not constitute a basis for an extension to the period of perfomance or contract delivery schedule; and, as stated above, (4) not constitute a basis for any increase in the contract cost.

G.5 Travel Reimbursement The NMSS will be notified prior to all travel performed under this 50W and such travel shall be approved by the Project Officer in writing. All i

foreign travel requires identification and approval per NRC f tanual Chapter 1501.

All travel associated with this 50W shall result in trip reports, which may be issued separately or as a part of the next monthly progress letter.

Copies of trip reports issued separately shall be sent to the NRC Project Officer within 15 days of the completion of such travel, Costs expended in any fiscal year for travel associated with this 50W 1

shall not exceed 5 percent of the total funding authorized in the respective fiscal year for the 50W unless specific additional amounts within the total authorized are approved by the NRC Project Officer in advance of their expenditure.

Travel costs covered by this provision shall include costs for transportation, lodging, meals, registrations, and comunication resulting from the travel.

Upon request by the NRC Project Officer, the perfoming organization shall identify travel ' costs expended in the fiscal year up to the date of the request.

Total expenditure for domestic travel shall not exceed $4,700.00 without the prior approval of the Contracting Officer.

The Contractor will be reimbursed for reasonable domestic travel costs incurred directly and specifically in the perfomance of this contract and accepted by the Contracting Officer, in accordance with the Contractor's approved travel policy on file with the NRC.

The cost of travel by privately owned automobile shall be reimbursed at the mileage rate prescribed by the Contractor's established, generally applicable travel policy; provided, however, tha t such reimbursement shall not exceed the cost *o.f less than first-class travel by ccmmon carrier.

The cost of travel by rented automobile shall. be reimbursed on a reasonable actual expense basis that does not exceed the rates prescribed by the Contractor's established, generally applicable travel policy.

Contractor agrees to return such infomation to the Connission or otherwise dispose of it either as the Contracting Officer may from time to time direct during the progress of the work or in any event as the Contracting Officer shall direct upon completion or temination of this contract.

Failure to comply with this clause shall be grounds for termination of this con, tract.

H.6 Security (OM8 Clearance fiumber 3150-0112)

(a)

It is the Contractor's duty to safeguard Restricted Data, Formerly Restricted Data, and other classified information.

The Contractor shall, in accordance with the Commission's security regulations and requirements, be responsible for safeguarding Restricted Data, Fonnerly Restricted Data, and other classified information and protecting against

sabotage, espionage, loss and theft, the classified documents and material in the Contractor's possession in connection with the perfomance of work under this contract.

Except as otherwise expressly provided in this contract, the Contractor shall.. upon completion or termination of this contract, transmit to the Connission any classified in the possession of the Contractor or any person under the matter Contractor's control in connection with performance of this contract.

Subcontracts.

Remedies.
