Dear Chairman Jackson:

I am wdting to express my shock and outrage that the govemmental body chrged with the awesome responsibility of protectig the lives and welfare of the cititenry, has displayed such blatant disregard for the pople ofIong Island who live in fear of a nuclear accident occurring less than 15 miles from our shores.

According to the NRC 's Principles of Good Reguktion, "All available facts and opirdons must be sought openly from licensees and other interested members of the ptblic.* We on Long Island clearly fall within the definition of' interested members of the poblic" and yet we are told that thousands of us will be represented by one group, 5.T.A_R.,.who will be permitted to speak to the commissioners when they decide un the reopenin/; # Millstone Unit II, for a total of five minutes. Doubtless representatives ofNonheast Utilities willbe presenting their case well beyond the frve minute limit allotted to the citizens, Written comments such as this, lack the power of face-to-face communication whichhas been denied us, but I will nonetheless address the major concem of the people oflongIsland and that is the lack of feasibility of evacuation in the event of a nuclear accidat or meltdown.

In defining a 10 mile limit for developing an evacuation plan, the NRC is refssing to acknowledge the uniqueness of our situation--particularly on the East End o%ng Island.

The Millstone Plant is,in fact,11 miles from the Nonh Fork of Long Island, ad within 15 miles of the South Fork, the population of which more than triples during the summerl This situation was studied in regard to Shorham and lack of feasible evacuation was a major reason that the Plant didttt open. Knowing this, how can the NRC in 3ood conscience allow Mit! stone to operate given that the circumstances are the same?

Millstone's history ofmismanagement and the fact that Unit II was more prthlematic than Unit III further suppons our case. There have been 7 emergency shutdowm thusfar of 9905260025 990520 PDR ADOCK OovCO245 H

Unit III and many near misses. Unit II has also been found to have probems, lut even if these are corrected (for now) the basic point of our argument remains unchan god.

The NRC owes it to the people of Long Island to explain why it stays with its ' ad5h.iy 10 mile evacuation zone when common sense dictates otherwise in the case of L mg Island.

It is your mission to protect us from the dangers endemic to nuclear power, s ul you are failing to meet that mission by ignoring the unique threat to the citizens of La mg Island.

Ifyou do in fact take your responsibility seriously, I expect that you are prep red to answer the simple question 1 posed above. I'd appreciate your answer in wTitig in precise and clear terms rather than vague generalizations. I look forward to your res;onse.
