v q kl l t )' I JAN 14 15T4 c Note to Files SAFETY EVALUATION - GOODYEAR AEROSPACE CORPORATION ENRICIDENT EQUIPMENT l RESEARCH AND DEVEI4PMENT FACILITY I General i l i l By letter dated October 23, 1973, Goodyear Aerospace Corporation, a wholly owned subsidiary of the Goodyear Tire and Rubber Companys submitted an application for a source and special nuclear material license for use in connection with their uranium enrichment equipment research and development activities. The research and development activities are being performed by l Goodyear under an Industrial Participation Program contract with the Commaission. N research and development will be performed in a facility near Akron, Ohio. l h technical information in support of the application was submitted l in two parts. Part I describes the requested license limits and the condiciana under which Goodyear proposes to operate and is un-classified. Part II describes the proposed facility and planned operations and is classified. II License Conditions l 1. Possession Limits l [ h possession limits are 349 grams of uranium-235 contained i in a==w h = of 46.0 kilograms of total uranium. 2. Form of Material r The uranium shall be mainly in the form of UF, but minor quantities 6 may be in any other physical form or chemical combination required for calibration sources or generated as a result of cleanup and decontamination operations. 5. Authorized Activities The licensee is authorized to receive store, possess and use source and special nuclear material in connection with research and development of uranium enrichment equipment. The licensee is also authorf zed to collect and transfer wastes and scrap generated in the licensee's facility and which contain source and special nuclear material. III Safety Considerations ' Goodyear has established a separate organization to conduct its program of uranium enrichment eiguipment research and development. Personnel assigned to the organization have the necessary background and qualifications to conduct the research and development activities and to provide for the health and safety of the plant personnel and general public. Important provisions for protecting health and safety are discussed in the following paragraphs. 1. Personnel Health and Physical Condition An industrial medical program will be established and conducted by physicians on the Goodyear staff to provide: a) Preplacement medical --==4 nations for all personnel who may be exposed to radioactive materials. b) Periodic physical er==ination for employees. For those employees having frequent exposure to heavy metals or radioactive materials, medical ermainations will be on a 6-month schedule. c) Special ar==inations and tests on a schedule determined by medical authorities for any employee accidentally exposed to radioactive materials. 2. Material and Plant Protection Goodyear has described a material control and inventory system satis-factory to the Material and Plant Protection Branch. h program incindes provision for keeping detailed records of all receipts, dis-persals, estimated losses and transfers of materials as well as the maintenance of a current inventory. Common Defense and Security, h common defense and security is adequately protected by the follow-ing conditions: a) Goodyear, under its Industrial Participation Program contract with with the Commission, is subject to the provisions of 10 CFR Parts 25 and 95 which provide f e the protection of classified information. b) h possession and receipt limitations of the license preclude the production or diversion of significant quantities of specisi nuclear material. c) h Goodyear facility and facility records will be subject to per-iodic inspection by Regulatory Operations personnel. d) h Goodyear facility is designed to recycle all enriched material-produced except for - 11 quantities used for analytical purposes or converted to process wastes, h re will be no net production of enriched material. Goodyear has a contract with the Commission under the Indus-trial Participation Progrant to do research and development work on gas centrifuge machines. The Goodyear facility and its p1m===A operation fall within technical constraints we feel are appropriate to permit a Part 40 and 70 licensing actica rather than a Part 50. These constraints were defined in our memorandum to you dated October 15, 1973. Specifically, the Goodyear facility, as described in its application and as restricted by license conditions will: 1. Be used only for research and development of gas centrifuge machines for isotope enrichment. 2. Be limited to a total possession limit at any one time of 349 grams of uranium-135; a quantity less than that required for nuclear criticality. 3. Be limited to receiving a maximum of 349 grams of uranium-235 in any one calmadar year. This precludes diversion of significant amounts of material over the life of the license even if it were to be all highly enriched. 4. Be subject to inspection by Regulatory Operations to assure that the orignfal fatent of the design is not changed and the license condi-tions are followed. 5. Produce no net special nuclear material for sale. Reports are required for a transfer of l 1 gram or more of contained U-233, U-235, or Pu in special nuclear I material,1,000 kilograms or more of uranium or thorium in source mate-rial, or 1,000 curies or more of tritium. In addition, Sections 70.53, 30.55, and 40.64 of 10 CPR Parts 70, 30, and 40 requite semiannual state-cents of special nuclear material and tritium inventories, and annual statements of source material inventories. from licensees authorized.to possess more thani350 grams of contained special nuclear material, more i than.10,000 curies of tritium, or more than 1,000 kilograms of source 1 material, respectively. The AEC utilizes an electronic data processing systen; to record these reports. All licensees subject to these reporting requirements have been assigned a three-letter symbol for ideatification. This Reporting Iden-tification Synbol (RIS) should be used in completing the transfer forms (AEC-741) in accordance with the instructions, and should be used in i i inventory reports and other correspondence with the AEC relative to such { reports. I I November 28, 1977 IE Circular No. 77-14 SEPARATION OF CONTAMINATED WATER SYSTEMS FROM NONCONTAMINATED PLANT SYST This circular describes an event which occurred at a nuclear power f acility; however, the generic implications may be applicable to test reactors, fuel cycle facilities, and major byproduct material processors. In June 1977, the licensee for Beaver Valley I reported that makeup water from a primary water storage tank (PWST) contaminated the plant water treatment system, which in turn supplies the in-plant domestic (potable) water system. The plant domestic water became contaminated witn a tritium concentration of 7xE(-3) uCi/ml. The domestic water was contaminated for approximately six hours before the condition was detected by the licensee and controls were established over the use of No significant exposure of plant personnel resulted in-house water. from the event; b: wever, five individuals showed positive levels of tritium by urinalysis. No release to the offsite environment above maximum permissible occurred. The PWST receives processed reactor coolant water from the Boron Recovery System which has been purified through evaporation, degasi-fication and demineralization to remove radioisotopes other than tritium. The PWST is used to supply primary grade water to the reactor coolant system and is normally kept separated from the water The cross connection between the primary grade treatment system. water system and the water treatment system occurred when an isolation valve was inadvertently lef t open during valve line-up operations to recirculate the PWST. The procedure which specified the required line-up was being used for the first time since preoperational testing and did not list the subject valve. In addition to the valving error, however, a design error resulted in connecting a line f rom the PWST to a water treatment system line In the proper at a position upstream of two reries stop-check valves. configuration, the line would have been connected downstream of the stop-check valves, which would have prevented back finw of water from the primary grade water system to the water treatment system Corrective actions taken even with the isolation valve lef t open.

IE Circular No. 77-14 November 28, 1977 by the licensee were to: (1) correct identified procedural deficiencies which led to the valving error; (2) modify the piping installation to the intended configuration; and (3) add two series isolation valves upstream of the stop-check valves in a "tell-tale" arrangement to provide an air break between the primary water and water treatment lines. The above corrective actions are being reviewed for suit-ability with design separation criteria. Section 10.5.3 of the National St andard Plumbing Code requires double check valves of siphon breaker between potable and nonpotable systems. Section 9.2.4 of the Standard Review Plan (NUREG-75/087) states that the acceptance criteria for design of the potable and sanitary water systems (PSWS) is acceptable if there are no interconnections between the PSWS and systems having the potential for containing radioactive materials. A somewhat similar incident had previously occurred in March 1975 at Millstone Units 1 and 2 when an improperly vired conductivity cell instrument permitted the return of high activity water to the house Overflow from the deaerating feed tank heating boiler makeup system. and surge tank, which are components of the house heating boiler i makeup system, resulted in an unfiltered and unmonitored release of contaminated water. It is recommended that you review your systems and as-built (or design) drawings, identify all interconnections between contaminated and non-contaminated water systems, and review the interconnection design to assure that separation has been provided. Operating procedures which could lead to inadvertent contamination of domestic water systems should be reviewed to verify that proper valve lineup and administrative controls are provided to prevent contamination of the domestic water supply and the subsequent intake of radioisotopes by plant personnel.
