SUBJECT:
MEETING WITH TVA ON BROWNS FERRY START-UP ISSUES On September 15-17, 1986, representatives of NRR, IE and Region II met with TVA at Browns Ferry to develop "best estimate" schedules for both TVA and NRC actions on Browns Ferry Unit 2 restart issues. The agenda for the meeting is shown in Enclosure 1. is the tentative schedules developed during the meeting.
The most significant discussions /information from the meetings is as follows:
1.
The programs at TVA are aimed at restarting Unit 2 in June or July 1987.
TVA has 4,852 people currenting onsite plus many additional supporting personnel in Knoxville, Chattanooga, Muscle Shoals, etc. TVA is attempting to add about 1,000 additional contract engineers.at the site. A significant commitment of NRC resourecs will be required in the next 9 months to review and inspect TVA activities in order to keep pace with TVA's schedule.
2.
TVA submitted Volume 3 of the Nuclear Performance Plan on August 28, 1986.
Volume 3 - in conjunction with Volume I - constitutes TVA's. plan for actions which the licensee has concluded are sufficient to restart Unit 2.
Preliminary comments on the plan have been received from all NRR and IE review groups. The schedule that has been requested from all reviewers is to provide a draft safety evaluation and/or any questions by Friday,-
October 31, 1986.
3.
Safety evaluations or inspection reports will be issued on individual issues as they are resolved. An overall safety evaluation summarizing the results of all NRC evaluations will be issued prior to Unit 2 startup.
