Dear Mr. Denton:

Pursuant to 10 CFR 50.59, commonwealth Edison proposes to amend Appendix A, Technical Specification, to Facility Operating License NPF-18.

l This amendment change is being submitted for your staff's review and approval in accordance with one of the conditions contained in the Unit 2 i

license, reference (b).

The proposed change is enclosed in Attachment A. The attached change has received both On-Site and Off-Site review and approval. We have

! reviwed this amendment request and find that no significant hazards consideration exists. Our review is documented in Attachment B.

Coaumonwealth Edison is notifying the State of Illinois of our request for this amendment by transmitting a copy of this letter and its attachments to the designated State Official.

Since the instrumentation required by this proposed changes is not 3

yet installad in Unit 2, we request that this amendment become effective upon startup following the first refueling outage. This effective date is consistent with the referenced license condition.

s H. R. Denton July 3, 1986 This amendment is the same for Unit 2 as was approved for Unit 1 in Reference (c). It involves the addition of suppression pool water level and water temperature instrumentation to the remote shutdown monitoring instru-mentation Technical Specification 3/4.3.7.4. This change was committed to in reference (a) and required by reference (b).

The purpose of the instruments is to assess the status of the suppression pool heat sink by monitoring its water level and temperature in the event shutdown from outside the control rocm is required. There will be one channel each provided for each unit. These instruments will be periodically checked (monthly channel check) and calibrated (refuel calibration) to assure that the instrumentation is operable.

In accordance with the requirements of 10 CFR 170, a fee remittance of $150.00 is enclosed.

Three (3) signed originals and thirty-seven (37) copies of this transmittal and its attachments are provided for your use.
