Gentlemen:
Enclosed for your review, prior to our scheduled meeting of October 9,1986,
is the SALP 6 Board Report for the Lacrosse Boiling Water Reactor (LACBWR)
covering the period January 1, 1985 through June 30, 1986.
In accordance with NRC policy, I have reviewed the SALP Board assessment and
concur with the assigned ratings.
It is my view that Dairyland Power Coo
tive's conduct of nuclear activities in connection with the LACBWR Plant'pera-
continues to demonstrate a high level of concern for nuclear safety.
Specific
areas I would like to highlight are:
,
1.
A Category 1 rating was maintained for Surveillance and Inservice Testing,
and Licensing Activities.
2.
Category 2 ratings were maintained for Plant Operations, Radiological
Controls, Emergency Preparedness, Security, and Quality Programs and
Administrative Controls Affecting Quality.
The new SALP 6 functional
area, Training and Qualification Effectiveness, was also rated at a
Category 2 level..
3.
Performance in the area of Fire Protection was rated as Category 2 during
this period.
This represents a decrease from the Category 1 rating
during our last assessment.
The performance decrease in this area was
due to the concerns identified during the Appendix R inspection.
4.
Performance in the new functional area of Outages is given a Category 3
rating this period.
This rating reflects the number of problems
encountered during the 1986 refueling outage.
5.
Performance in the area of Maintenance / Modifications declined from a
Category 2 to a Category 3 rating this period.
This is a reflection of
the high number of equipment failures which have resulted in scrams and
other reportable events.
While you will have sufficient opportunity to present your comments at the
meeting on October 9, 1986, we also solicit written comments within 30 days
after the meeting to enable us to evaluate your comments and provide you with
our conclusions relative to them.
