This refers to the routine safety inspection conducted by Messrs. C. F. Gill
and W. J. Slawinski of this office during the period August 25 through
'
September 5,1986, of activities at Callaway County Nuclear Station . authorized
'
by NRC Operating License No. NPF-30 and to the discussion of our findings with
Mr. G. Randolph and others at the conclusion of-the inspection.

The enclosed copy of our inspection report identifies areas examined during
the_ inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations,-independent
[
measurements, and interviews with personnel.

During this inspection, certain of your activities appeared to be in violation
l
of NRC requirements, as specified in the enclosed Notice. A written response
is required. The inspection showed that this is the second recurrence of
'
violation No. 1; therefore, in your response to this item, please indicate
why your proposed corrective actions are expected to be more effective than your
[
previous corrective actions concerning this matter.
In your response to
'
violation No. 2, in addition to stating the corrective actions taken, please
address necessary changes to administrative / procedural controls and practices
identified during this event.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter, the enclosures, and your response to this letter will be placed
in the NRC's Public Document Room.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget
as required by the Paperwork Reduction Act of 1980, PL 97-511.
