Dear Mr. Stolz:

Under separate cover, we are transmitting three (3) original and forty (40) conformed copies of an application for Amendment to Facility Operating Licensing No. NPF-3 for the Davis-Besse Nuclear Power Station Unit No. 1.

This application requests that the Davis-Besse Nuclear Power Station Unit No. 1 Operating License be revised to reflect the change attached. The proposed change involves Technical Specification 3.4.1.2.

In accordance with the NRC's letter of June 3, 1985 (Log No. 1758), Toledo Edison has evaluated the adequacy of the subcooling margin specified in Technical Specification 3.4.1.2. Toledo Edison has determined that due to instrument uncertainties the subcooling margin should be revised from 10*F to 40*F.

Toledo Edison requests that this amendment be issued by November 21, 1986.

A check for $150 (No. 483248, dated April 18, 1986) as required by 10CFR170.12(c) for this license amendment application was previously submitted to the NRC.

. The following information is provided to support' issuance of the requested changes to the Tavis-Besse Nuclear Power Station Unit No. 1, Operating License NPF-3, Appendix A, Technical Specifications, Section 3.4.1.2.

4 A. Time Required to Implement: This change is to be effective i thirty (30) days following NRC issuance of the License Amendment.

B. Reason for Change (Facility Change Request 85-0196): In its letter of June 3,1985 (Log No. 1758), the NRC-Staff requested-Toledo Edison to evaluate the subcooling margin specified in Technical Specification 3.4.1.2. Toledo Edison has completed this evaluation and determined that the subcooling margin should be revised from 10*F to 40*F.
