Thank you for your letters of May 21 and 23,1986, in response to our

letter and Notice of Violation dated April 21, 1986. We have reviewed your

reply and find it addresses the concerns raised in our Notice of Violation.

However, our review finds that your reply fails ~to establish an adequate basis

to support your contention that the violation identified did not occur. We

will review the implementation of your corrective actions during a future

inspection to determine that full compliance has been achieved and will be

maintained.
