Inspection 50-333/86-10
This refers to the routine inspection conducted by Mr. A. Luptak of this office
on June 21 to August 8,1986, at the J.A. FitzPatrick Nuclear Power Plant,
Scriba, New York. Mr. Luptak discussed the inspection findings with you and
other members of your staff at the conclusion of the inspection.
Within the scope of this inspection, no violations were identified.
However,
the staff is concerned with the lack of periodic calibration or appropriate
testing to verify that safety-related instruments, particularly those that can
directly affect the operability of Engineered Safety Features (ESF) equipment,
as noted by the examples contained in paragraph 6e of the attached report, are
functioning within their required ranges. These concerns were discussed with
you during the exit meeting at which time you agreed to review the list of
safety-related instrumentation and determine which instruments should be
included in the periodic calibration program. Our inspector will monitor your
progress during future inspections in accordance with the schedule indicated in
the attached report.
No response to this letter is required.
