Gentlemen:

This refers to the special safety inspection conducted by Messrs. K. Sullivan,

J. Ulie and M. Villaran of this office on March 2-6, and April 10, 1987, of

activitlesatPrairieIslandNuclearGeneratin-) Plant, Units 1and2, authorized

by NRC Operating Licenses No. DPR-42 and No. 0)R-60 and to the discussion of our

findings with Mr. L. Eliason at the conclusion of the inspection.

The enclosed copy of our inspection re) ort identifies areas examined during

the inspection. Within these areas, t1e inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspecticn, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice. A written response

is required. As a result of this inspection, it appears that you have not fully

complied with the NRC requirements regarding equipment necessary to achieve and

maintain safe shutdown which further resulted in your not complying with the

schedular requiretrents of 10 CFR 50.48. The inspection also identified other

significant related deficiencies which remained unresolved or open at the end

of the inspection. In addition to your response to the violations, please

respond to the six open and unresolved items identified in Paragraphs 6.a
