office on July 11.-1986, with M. Pendergrass and other members of your staff; The Enforcement Conference was held to discuss the findings of-the NRC Safety System Functional Inspection conducted during the period of January 6-31, 1986, and ' documented in our inspection report dated March 31, 1986.
The subjects discussed at this meeting are described in the encloseN Meeting Sumary. Enforcement action, if appropriate, will be addressed in separate correspondence.
It is our opinion that this meeting was beneficial and has provided for a better understanding of the concerns identified during the inspection.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter will be placed in the NRC's Public Document Room.

Enforcement Conference Concerning the NRC Safety System Functional Inspection (SSFI) Findings (NRC IR No.
50-313/86-01)
On July 11, 1986, representatives of Arkansas Power & Light Company, met in Arlington, Texas, with NRC personnel from IE and Region IV, to discuss the SSFI findings, including the May 23, 1986, response to the SSFI report, dated March 31, 1986. The attendance list is attached as Appendix B to this Summary.
The meeting was held at the request of NRC Region IV.
The NRC presented the concerns resulting from the SSFI inspection, including safety evaluations, design control, equipment testing, maintenance procedure accuracy, and document control activities. The licensee discussed the emergency feedwater upgrade program, safety evaluations, design and engineering, equipment testing programs, and QA program improvements.
