Subject: Millstone 3 Routine Inspection 50-423/86-18 (5/20/86-6/23/86)
This transmits the report of the above subject inspection by Messrs. J. Shedlosky
and F. Casella of this office.
The inspection. findings have been discussed with
Messrs. W, Romberg and J. Crockett of your staff.
No violations were identified during this inspection and no reply to this letter
is required.
Although the results of our inspection have not disclosed any unacceptable condi-
tions, I am concerned about the Power Operated Relief Valves (PORV).
No require-
ments are being violated and we have found your corrective actions and plans to
be genarally satisfactory.
Nonetheless, the. isolation of both PORVs effectively
removes one line of defense against overpressurization and prevention of code
safety valve challenges.
I believe that you should take whatever positive steps
are needed to assure that this problem is corrected as soon as practicable.
