\") 6.0 PROCEDURE 6.1 Pre-Emergency 6.~ 1.1 SCE will prepare informational material with appropriate revision as necessary. See Attachments 7.1 and 7.2 to this INTERJURISDICTIONAL PROCEDURE.
6.1.2 The Orange County Emergency Management Division will review SCE materials for accuracy prior to distribution.
6.1.3 SCE, assisted by the Orange County Emergency Management Division, will distribute materials to all residents / businesses within the EPZ and the PEZ.
SCE will have instructions printed in telephone directories within the appropriate areas in the EPZ.
6.1.4 The Emergency Public Information Office (EPIO) will parti-cipate in annual briefings on emergency procedures for news media personnel serving the Orange County area.
6.2 Emergency News Center (ENC) Operations 6.2.1 Upon notification by Emergency Management Division of an p/
y - ALERT or higher category, the County of Orange PIO.will dispatch a media representative (s) to the Emergency News Center (ENC) operated by SCE. The ENC is located at the El Toro District Office, located at 22641 Lake Forest Drive in El Toro.
6.2.2 While at the ENC, the County of Orange media representative will act as -liaison for the County of Orange in the coordi-nation of all press briefings and news releases during the emergency.
6.2.3 The ENC media representative (s) shall maintain contact with the County of Orange representative at 'the EOF, Emergency Public Information Officer at the County E0C, and with media representatives of SCE, other local jurisdictions, and the State and Federal government agencies at the ENC.
6.2.4 The ENC media representative (s) shall speak for the County
, of Orange at all briefings held at the ENC. The media representative shall respond only to media inquiries regarding operations within the County of Orange. Questions on activities of SCE, SONGS or-other organizations shall be referred to appropriate media representatives for those organizations.

I 6.2.5 All press releases prepared by the ENC media representative (s) shall be reviewed by the County EPIO in the E0C and approved by the Operational Area Coordinator (0AC) prior to release.
6.2.6 See' Reference 2.4 for ENC procedures.
6.2.7 The ENC media representative (s) will distribute all press releases to other ENC media representatives prior to issue.
6.3 EOC Media Center 6.3.1 The EPIO shall establish a Media Center within the E0C wr.en the E0C becomes operational. The Media Center will be at 625 North Ross St., Santa Ana (Room B-14). A designated area within the E0C Media Center will serve as the location for press briefings by Orange County officials.
See INTERJURISDICTIONAL PROCEDURE #2 (Emergency Operations Center) for EPIO staffing.
6.3.2 The Media Center will also prepare news releases in conjunction with operations of the EOC. These releases will be coordinated with the Orange County E0F representative, the ENC media representative, and approved by the OAC prior to release.
6.3.3 Information on changes in conditions affecting evacuation routes, reception and care centers, etc., will be disseminated by-the E0C Media Center via the EBS and other media sources.

6.3.4 The EPIO will conduct press briefings during the emergency approximately each hour or as the situation dictates.
6.3.5 The OAC may hold news conferences when necessary to fully j inform the public. See Attachments 7.3 through 7.6 to this INTERJURISDICTIONAL PROCEDURE for sample news releases to te issued at those news conferences.
6.4 Information Hotline (Rumor Control) l 6.4.1 The EOC will also centain a bank of telephones staffed by I
personnel from the Orange County Emergency Organization.
The purpose is to respond to inquiries from the general public on individual concerns.
6.4.2 The EPIO shall publicize the telephone number (834-2331) for this service to the public.
6.4.3 Inquiries not related to County of Orange operations will be referred to the proper jurisdiction for response.
