DPR-54 SPECIAL REPORT N0. 86-10, C02 SYSTEM INOPERABILITY The Sacramento Municipal Utility District hereby submits Special Report No.
86-10 in accordance with Technical Specifications, Section 3.14.4.2 and 6.9.5.E. During cold shutdown on May 22, 1986, the Zone 40 Carbon Dioxide (C02 ) fire protection system for the North Diesel Room had been out of
, service for more than 14 days. The correct fire watch had been present
( since May 8, in accordance with Technical Specification 3.14.4.2. Tech-l nical Specifications require that after the CO2 system is out of service l for more than 14 days, a special report be submitted pursuant to Technical Specification 6.9.5.E within 30 days.
CAUSE OF THE INOPERABILITY On May 8, the Control Room issued a number of electrical safety " clearances" for work on Safety Features Digital Train "A". This work is with respect to the December 26, 1985 incident to rework cabinet terminations. Included in these clearances was a clearance (30353 Tag 106) for the Zone 40 C02 panel.
Power for the CO2 panel passes through the Safety Features Panel. The Zone 40 CO2 system was not returned to service within 14 days.
PLANS AND SCHEDULES FOR RESTORING THE SYSTEM TO OPERABLE STATUS l A fire watch has been posted for Zone 40 since May 8, 1986. The amount of work to be done on the Safety Features cabinets is extensive. The work will be completed by August 15, 1986 and the Zone 40 CO2 systems will be made operable by that date.
