SUBJECT: NRC INSPECTION REPORT 50-361/98-22; 50-362/98-22 AND NOTICE OF
VIOLATION
Dear Mr. Ray.
From December 7-11,1998, a routine radiation protection inspection was conducted at your
San Onofre Nuclear Generating Station, Units 2 and 3 reactor facilities. The enclosed report
presents the scope and results of that inspection.
The radiation protection program was implemented well, generally; however, two violations
involving radiation worker practices were identified. The first violation involved the movement of
a high radiation area posting so that it was no longer conspicuous. The second violation
involved a radiation worker's failure to follow radiation exposure permit instructions.
The NRC has concluded that information regarding the reason for the violation, the corrective
actions taken and planned to correct the violation and prevent recurrence is already adequately
addressed on the docket in the enclosed report. Therefore, you are not required to respond to
this letter unless the description therein does not accurately reflect your corrective actions or
your position. In that case, or if you choose to provide additional information, you should follow
the instructions specified in the enclosed Notice.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosure (s), and your response will be placed in the NRC Public Document Room (PDR).
Should you have any questions concerning this inspection, we will be pleased to discuss them
with you.
