Dears Sirs:
We respectfully request that the UMR Reactor Facility Security Plan be eliminated as a licensed document as it is no longer required under the requirements of 10CFR73. Paragraph 2.C.3 of our 4
facility license (R-79) specifically requires a Security Plan. We request that paragraph 2.C.3 be 1
deleted from our license. Furthermore, we request a written waiver to exempt us from having to submit a Security Plan as part ofour relicensing documentation as presently required in 10CFR50.33 and 10CFR50.34.
In the summer of 1996, the entire inventory of HEU fuel was shipped offsite. At that time, our Special Nuclear Material (SNM) possession status changed from "modcrate strategic significance" to " low strategic significance". Because our possession limits are now well under 10 kilograms of SNM oflow strategic significance, it is our understanding that we are no longer required to have a Security Plan under the provisions of 10CFR73.67(c).
We understand that we are bound by the applicable portions of 10CFR73 and will maintain policies and procedures to assure all applicable requirements are met. We have identified several sections of 10CFR73 which we believe are not applicable to our facility. In particular,10CFR73.6 exempts

us from parts 73.20,73.25,73.26,73.27,73.45,73.46,73.70, and 73.72. Part 73.50 is not applicable because we possess less than formula quantities of SNM. Parts 73.55, 73.56 and 73.57 are applicable only to power reactors and not to our facility. Part 73.60 is not applicable because we
