Regarding your letter dated March 20, 1987, informing us of the steps you have taken to correct the noncompliance which we brought to your attention in our letter dated February 18, 1987, we are concerned that your corrective action to avoid further violations with missing QC hold points and signoffs has been limited to the review of procedures governing the overhaul and repair of the diesel engines. We are concerned because other maintenance procedures may also be deficient in that same area. Discussions with your staff indicated that other maintenance procedures would only be reviewed'if you found problems with the diesel maintenance procedures. We are particularly interested in the possible  ;

inadequacy of other maintenance procedures.

We were concerned that your response did not indicate the action taken to l preclude the bypassing of QC hold points by maintenance personnel. During a telephone conversation with your staff we were informed that this mattei-was thoroughly discussed with, maintenance personnel. It is our understanding that maintenance personnel have been instructed to enforce strict adherence to QC hold points by not proceeding'with work until the work has been  ;

inspected and the hold point signed off. '

We will examine these matters during a future inspection.
