Dear Mr. Collins:
l Thank you for the referenced letter which discusses the efforts being put forth by the NRC staff to support the schedule for the conversion of the Comanche Peak Steam Electric Station (CPSES) Technical Specifications from the current Technical Specifications to a set of Technical Specifications based upon the improved Standard Technical Specifications of NUREG-1431, Revision 1. Both the NRC staff and TU Electric are working toward the issuance of the required license amendments by February 26,1999, which is key in allowing TU Electric to implement the converted technical specifications in July of 1999.
l In addition to describing some of the remaining tasks, the referenced letter makes the following request:
In order to ensure there is sufficient time for this work to be compieted by February 26,1999, we request that you try to provide your submittals to the j~ 2f staff on or about February 3,1999.
The present TU Electric schedule for these submittals is February 12,1999. This date is contingent upon receiving all NRC staff follow-up comments on section 3.3 or all NRC staff follow-up comments on 3.8 by January 8,1999, and all remaining NRC review comments by January 15,1999 (and contingent upon limiting comments to truly unacceptable products based on a safety issue or a specification which cannot be implemented). As discussed with the NRR staff on December 18,1998, TU Electric could provide its submittals orior to February 12,1999, only if the NRC staff could provide the review comments to TU Electric sooner, if that cannot be done, TU Electric cannot commit to provide the final submitta!s prior to r

February 12,1999; however, TU Electric did volunteer on December 18,1999, to provide informal feedback on the draft Safety Evaluation prior to the February 12,1999, date and expects to provide this feedback. If there are any other methods by which TU Electric can aid the NRC in completing its final tasks in the time allotted, please let us know. TU Electric will pursue accelerating the submittal schedule by whatever means are available, and is willing to work with the NRC to pursue innovative approaches, but improvement in the schedule is limited by the dates by which the NRC provides its final review comments.
