We have received the enclosed Federal Emergency Management Agency (FEMA) letter dated August 1,1986, containing the preliminary findings for the offsite emergency preparedness aspects of the Callaway Nuclear Power Plant exercise conducted on July 29-30, 1986. Based on the performance of the offsite agencies during the exercise, FEMA identified two deficiencies requiring corrective action.
We fully recognize that any remedial actions to be implemented may involve other parties and political institutions which are not under your direct control. Nonetheless, we would expect the subject of offsite preparedness for the area around the Callaway Power Plant.to be addressed by you as well as others.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosure will be placed in the NRC's Public Document Room.

SUBJECT:
Deficiencies at the Callaway Exerciae - July 30, 1986 The preliminary findings resulting from the off-site exercise of the Missouri State and Local Radiological E=ergency Response Plans for the Callavay Nuclear Power Plant conducted on July 29-30, 1986, indicate two deficiencies.
Both of them occurred in the Alert and Notification pcrtion of the exercise and effect public health and safety.
Deficiency No. 1 The initial alert of non-cccmerical beaters on the Misseuri River was to be acccmplished by the State Water Patrol using boats equipped with portable sound systems.
Two boats proceeding up and down stream frcm the Mckane access are required to reach the perimeter of the EPZ vithin h5 minutes of the off-site notificaticn of Site Area Energency.
On July 30, 1986 the notificaticn of Site Area Emergency was accomplished at 0922.
The State Water Patrol did not arrive at the river access until 1030.
Beats deployed at 1035 and the run to the perimeter of the EPZ vas completed at 1100. This should have been completed not later than 1007 Failure to demonstrate this capability is a deficiency requiring a remedial acticn within 60 days.
Deficiency No. 2 Protective action recommendaticns (PARS) are transmitted to the public via EBS.
The individual counties decide en the appropriate protective actions, ccmpose an EBS message and then phone it in to the EBS coordinator at the State EOC.
He, in turn relays the mess tges to the EBS station.
At the General Emergency, the Ccunties received their notification and PARS at 111h.
Mcntgcmery Ccunty phcned back its EBS nessage containing the protective actions at 1123 The EBS cocrdinator did not get it on the air until 1212.
Failure to broadcast PARS within 15 minutes after they have been decided upcn is a deficiency requiring remedial acticn within 60 days.

If remedial actions require the. development of new plans and/or procedures, these must be submitted for review at least 15 days prior to the remedial exercise.
We expect said exercise to be conducted on September 30, 1986. Any questions should be directed to Dick Sumpter at (FTS) 758-2161.
