NRC INSPECTION REPORT NOS. 50-348/85-08 AND 50-364/85-08
Reference is made to your letter of March 6,1987, concerning our evaluation of
your denial of Violation 3(B) which is documented in the above referenced
inspection report.
Your denial, dated March 20, 1985, has been extensively
reviewed by my Safeguards staff in coordination with the NRC's Division of
Safeguards, Office of Nuclear Materials Safety and Safeguards (ONMSS) and the
Office of the Executive Legal Director (OELD).
Certain unavoidable delays were
incurred in our evaluation of your denial; however, the violation warranted a
further review by the ONMSS Regulatory Effectiveness Review team which visited
your facility in February 1986.
By letter dated August 28, 1986, the Office of
Nuclear Reactor Regulation (0NRR) furnished you the results of that visit.
After careful review of your denial we have concluded, for the reasons presented
in the enclosure to this letter, that the violation occurred at stated in our
