l BATTELLE MEMORIAL' INSTITUTE - COLUMBUS DIVISION NRC Inspection Report 070-00008/99001(DNMS)
This was a routine announced inspection and observation of the confirmatory survey conducted by Oak Ridge Institute for Science and Education (ORISE) during which NRC performed l radiological surveys in randomly selected rooms (Northwest Highbay Area, Rooms 2074,2110, I 2107, and Ballmill) located in Battelle Memorial Institute (BMI), Building 2. Wipe samples were j collected for independent radiological analysis in the NRC Region ll1 laboratory. The results of i the wipe samples collected were below NRC release guidelines for unrestricted use. l The inspector observed that ORISE followed their confirmatory survey plan.
Characterization surveys and remediation had been performed in these buildings, by BMI and i their contractors, in accordance with approved procedures. 1 The licensee's remediation and final surveys appeared to be in compliance with BMI's approved procedures. Two small areas which contained traces of uranium in excess of NRC release guidelines were found in the 2.ipe lip covers in the first floor Room 2074. ' These areas were mmediated immediately. The inspectors' surveys and subsequent laboratory analyses of radiological samples did not identify any residual contamination in excess of the NRC unrestricted release guidelines.
No violations of NRC requirements were identified during this inspection.

Report Details 1.0 Background in 1943, Battelle Memorial Institute (BMI) performed atomic energy research and development while under contract with the Manhattan Engineer District. These programs continued under the Atomic Energy Commission and the Department of Energy. Other nuclear programs were operated under NRC Special Nuclear Materials (SNM) License No. SNM-7. Work conducted under License No. SNM-7 included:
evaluations of power and research reactor fuels; post-irradiation examination of fissile material, control rods and structural components; operation of a critical assembly laboratory; and operation of a research reactor.
In 1986, BM! discontinued its nuclear fuel research and began remediation of its facilities such that they would be available for unrestricted use. The decommissioning and deNntamination operations were being conducted at the King Avenue and West Jefferr,on facilities. The Decontamination Plan was approved via an NRC lettor dated December 6,1993. Building 2 had been undergoing remediation and decommissioning for the past 3 years. The roofin Building 2 has been removed and replaced due to contamination.
2.0 Radiological Surveys
- a. Inspection Scone (87104)
The inspectors conducted surface scans in BMI Building 2 using a G-M detector with a pancake probe. Scans included floors, side walls, trenches, and upper beam surfaces near ceilings. In addition to the surveys, the inspectors collected 24 wipes, and performed a direct radiological measurement in each area where a wipe was taken.
- b. Observations and Findinas Buildina 2 During the scanning surveys conducted in Building 2, two elevated areas around pipe lip covers were identified in a trench in Room 2074. The areas were remediated, resurveyed and found to be below NRC release guidelines.
The inspectors did not identify any areas which exceeded the NRC unrestricted release in Building 2. The surveys were conducted on the first floor and second floors (Figures 1-6).
Sample Analysis Results The inspector contacted BMl's Manager of Health, Safety and Environmental Support on December 11,1998, and advised him that analysis of the wipes collected at the time of the inspection did not identify any removable beta and alpha radiological contamination greater than the NRC release guidelines for unrestricted use.
For surface contamination, the NRC guidelines are 1,000 dpm (17 becquerels (Bq)/100 cm 2) activity averaged over an area not to exceed one square meter; 3
3,000 dpm (50 Bq)/100 cm 2maximum activity over an area not to exceed 100 cm 2; and 1 200 dpm (3.4 Bq)/100 cm 2removable activity. These guidelines are found in the NRC's
" Guideline for Decontamination of Facilities and Equipment Prior to Release for l Unrestricted Use or Termination of Licenses forByproduct, Source, or Spec lalNuclear Material," dated August 1987.

The inspectors deterrnined that Building 2 had been remediated below NRC release '
guidelines. j 3.0 Exit Meeting Summary The inspectors conducted a meeting to discuss preliminary inspection results with members of licensee management and staff at the conclusion of the inspection on November 18,1998. The licensee acknowledged the findings presented.
