Attachment Security Event Report 98-S-03 Comed is committing to the following actions:

Regulatoy Commitment (s)

Tracking Number LPI #116 (Badge Fabrication Post NTS #373-181-98-SCAQ00003.01 Instruction) will be revised to include final verification prior to loading a badge into security computer.

A weekly spot check, of the PDA NTS #373-181-98-SCAQ00003.02 against the active badge file, will be performed, through February 28,1999.

A monthly spot check, of the PDA NTS #373-181-98-SCAQ00003.03 i

e against the active badge file, will be performed, through December 31,1999.

An evaluation, with NGG Security, NTS #373-181-98-SCAQ00003.04 for possible ways of merging the PDA and the active badge file.

An evaluation of all Badge NTS #373-181-98-SCAQ00003.05 Fabrication Processes will be conducted to ensure that no other programmatic deficiency exists.

Individuals from NGG Security reported to the Station on November 17,1998 to provide assistance on this evaluation.

The Badge Fabrication Process NTS #373-181-98-SCAQ00003.06 was revised to require a re-verification of the PDA prior to loading a badge into the security computer.

Any other actions discussed in this submittal represent intended or planned actions by Comed. They are described to the NRC for the NRC's information and are not regulatory commitments.
