This refers to your letter dated April 7, 1986, in response to our letter

dated March 7, 1986.

Thank you for informing us of the corrective and preventive actions documented

in your letter.

In order to ensure our understanding of your response, it was further

discussed with N. Tasker, Corporate Security Director and P. Weekly, Site

Security Supervisor-in telephone conversations with W. L. Kushner of this

office on April 29 and May 16, 1986. As a result of those conversations, we

confirmed the following regarding Item A:

1.

All vehicles, except designated licensee vehicles, that require entry

into the protected area will be escorted by a member of the security

-

force. That r. ember of the security forca will be trained and qualified

to the Vehicie Escort task of the Training and Qualificat'on Plan and

-further, will be capable of maintaining continuous communications with

the alarm stations.

2.

By July 15, 1986, a change to your Security Plan will be submitted to NRC

to clarify this matter.

Regarding Item B, in addition to your stated corrective action, you should also

consider strengthening your General Employee Training with~ respect to escort

procedures.

Your above referenced letter is being withheld from public disclosure since it

contains Safeguards Information and must be protected in accordance with the

provisions of 10 CFR 73.21.
