Subject; Safeguards Regulatory Effectiveness Review at the Yankee Atomic Power Station As indicated in my letter of November 5,1985, a Regulatory Effectiveness Review (RER) will be conducted at the Yankee Atomic Power Statien during the period of July 14-18, 1986.
The primary purposes of the review program are to evaluate the overall effectiveness of the Yankee Atomic Power Station safeguards program and to i
determine whether existing safeguards regulations yield the level of l
protection intended by NRC. The review supports the NRC's quality assurance
{
program for safeguards, both as it applies to the Yankee Atomic Power Station j'
security system and to NRC's regulations. The review will complement, but will be independent of, the licensing and insnection-functions.
The review at Yankee Atomic Power Station will be conducted by a team with l
representatives from the NRC's Office of Nuclear Material Safety and l
Safeguards (NMSS), Division of Safeguards, NRC Region I, and U.S. Army Special Forces personnel from Fort Bragg, N.C. The review team will be comprised of two groups. One group will review safeguards for the facility from the perspective of an insider, while the other will review it through the eyes of an external adversary group.
The overall plan for the conduct of this review will be discussed at an entrance briefing on July 14, 1986. You may wish to have a representative of your corporate staff present during this briefing as it will provide an overview of the team's objectives and anticipated activities during the review. Any questions that you may have concerning the team's review techniques or other matters should be addressed at that time.
For the remainder of the first day, the team would like to have a plant orientation p
j tour, with emphasis on safeguards areas and systems, and begin the examination of plant vital areas. The second through fourth days will be dedicated to completing the review of vital areas and components, and reviewing the security force, access control system, and physical security systems. The lest (fifth) day is reserved for any activities the team has been unable to i
l accomplish earlier in the week and for a briefing of plant and corporate r
personnel on the preliminary results of the review.

Please provide appropriate plant personnel support for the team during the scheduled review. Those chosen for this purpose should include a reactor operator, an instrument technician, an electrician, and a security officer.
The team will make every effort to schedule its activities so as to minimize disruption of nonnal plant operations. The time that various team members will spend on site will vary, but generally will range from four to seven hours per day.
The names and organizational affiliations of the team members, with badge number, social security number and level of clearance, are being provided in an enclosure to Mr. N. St. Laurent's copy of this letter only and should be treated as Limited Access Only.
