Subject: Inspection No. 50-213/86-14

This refers to an inspection conducted by Messrs. N. Dudley, S. Barber and D.

Silk of this office on June 16-17, 1986, of activities authorized by NRC

License No. DPR-61 and to the discussions of our findings held with Messrs. B.

Ruth, J. Deveau and H. Haynes of your staff at the conclusion of the inspec-

tion. Areas examined during this inspection are described in the NRC Region I

Inspection Report which is enclosed with this letter. Within these areas, the

inspection consisted of selective examinations of procedures and representative

records, interviews with personnel, and observations by the inspectors.

Our review of your licensed operator training programs indicates that you are

still in a state of transition. Many draft procedures are being used and some

commitments made to the NRC in February 1985 regarding long term actions con-

cerning your requalification program still have not been implemented. Also in

our view, there are some communication problems between your site and corporate

training staffs that need your continued attention to assure that your ex-

pressed goals to achieve lasting improvements in the Haddem Neck training pro-

gram are fully realized.

Within the scope of this inspection, no violations were observed.

No reply to this letter is required. Your cooperation with us in this matter

is appreciated.
