AFFIDAVIT

1. My name is Dona R. Janetos and I am Chairman of the '

Hampton Board of Selectmen.

2. Although the Town has authorized hiring up to 60 part-time "special" police officers for the Town between ,

Memorial Day and Labor Day, the Town has not been able to find sufficient persons' meeting even minimal qualifications for special officer duties. In 1986, the maximum number of special officers employed at one time by the Town was 54,. '_

with an average of 47 spdclal officers.  ;

3. Special police officers receive no training in [

emergency planning or evacuation and, to my knowledge, are i not even aware of the Radiological Emergency Response Plan j (RERP) for the Town of Hampton. These special officers .

therefore lack the training *t'o carry out the Hampton RERP in {

the event of emergency at Seabrook. The fact that these -

officers work only for a brief period of time for the Town, f' that generally their duties concern relatively minor infractions such as arresting intoxicated individuals on the beach, that .

l frequently these special officers do not even complete the  ;

three month employment term, it is not practical to provide  !

these officers with emergency and evacuation training. t

4. Eveniftheseshecialofficerswereotherwise trained in emergency and evacuation procedures, typically most live outside the Town of Hampton and would not be .

readily available in the event of emergency.  ;

5. There are never more than five to seven full-time j Hampton police officers on duty during a single shift. This t represents less than one-half (1/2) of the 16 " local police i personnel" which I understand the State claims is necessary .

6. The Town of Hampton Department of Public Works does  !

not have a single employee hired or trained in traffic i management, or removal or clearance of disabled vehicles i from roadways. The 11 members of the highway department, i

, within Public Works, are principally concerned with road repairs such as filling pot holes. The part-time employees k of the Department of Public Works are typically high school f or college students who clean up trash from the beaches and have no experience, training, or knowledge of the Hampton RERP. Other Public Works personnel include'three admini-l strative staff, 10 waste water treatment personnel, seven l sewer department personnel, eight solid waste treatment i personnel, four mechanics, and three civil engineers. To my knowledge, virtually none of these individuals have received training in, or are familiar with, the Hampton RERP.

7. At least two of the five members of the Hampton Boad of Selectmen regularly leave the Town for business or vacation and they may not be readily available to oversee implementation of the Hampton RERP in the event of emergency.

B. Regardless of any police personnel, Public Works Department employees, members of the Board of Selectmen, or other Town pesonnel or resources, the Town of Hampton has voted, both at Town Meeting and by resolution of the Board of Selectmen, not to implement the Hampton RERP in the event of emergency at Seabrook Station. The Town will not give tacit approval to an unworkable plan or give false hope to the community that a workable evacuation plan exists for the Town. Accordingly, although I understand that Applicant has represented by affidavit that the Town has made a " commitment" to provide personnel and equipment to implement the Hampton RERP, those individuals which Applicant purportedly has spoken to from the Town do not represent the views of the Hampton town government or the substantial majority of residents in this town, as expressed by vote on at least three occasions at Town meeting. The Town, therefore, will not make any personnel or resources available to implement the Hampton RERP in the event of emergency at Seabrook.

9. Based upon my longstanding familiarity with Hampton . .

town government, the views of its citizens, and my under-standing and review of the Hampton RERP, it is my opinion that whether or not the Town of Hampton participates in implementation of the Hampton RERP there are presently not sufficient personnel, equipment, or other resources to implement the plan during an emergency.

10. In my opinion, the overly burdensome and conflicting duties of the Town Manager, who is also the Town's civil defense director, as assigned in the NHRERP, cannot reasonably be carried out by a single individual. No one else has been assigned or trained to fulfill these duties in the. event of an emergency at Seabrook.
