DEFUELING

. Bulk defueling operations began on Tuesday, August 12, 1986. _A L

heavy duty hydraulic chisel and small spade bucket have-been used to fill one fuel canister to date.

To improve in-vessel visibility,- 55,000 gallons of reactor coolant are being letdown and made-up with an equivalent amount of cleaner 1

water.

The growth of microorganisms has caused the reduced visibility. Hydraulic oil leaks from defueling tools are the apparent sources of the microorganisms' organic carbon food.-

PLANT STATUS The reactor remains in long term cold shutdown, vented _to the-atmosphere. _ Core cooling is by natural heat loss to ambient building' atmosphere. The average incore thernocouple reading is 79'F.

The airborne radioactivity on the defueling platform above the reactor vessel is about 3.9 E-7 uCi/cc Tritium and 1.9 E-11 uCi/cc particulates, predominately Cesium-137 and Strontium-90. About 15 t'

feet of water over the core region and 6 feet over the carcusel i

. holding the defueling canisters provide shielding.

April 2 - Unit 1, 2 boxes containing pressurizer valves to lluntsville, AL 18 - Unit 1, a code safety valve to Huntsville, AL 22 - Unit 1, stean generator inspection equipaent to Leechburg, VA June 25 - Unit 2, an emptied core debris canister to Scoville, ID July 1 - Unit 2, netal specinens to Lynchburg, VA 16 - Unit 2, metal specinens to Lynchburg, VA 30 - Unit 2, netal specinens to West Jefferson, OH e.

During July one railcar-nounted cask containing Unit 2 core debris was sent to Idaho !!ational Engineering Laboratories.

EUVIR0fLEtiTAL i;0NITORING US Environmental Protection Agancy (EPA) sanple analysis results show that Tl1I site liquid effluents are in accordance with regulatory liuits, NRC requirerxnts, and The City of Lancaster Agreenent.

Tne Lancaster water sample taken at the water works river intake and analyzed by EPA consisted of a seven day ccaposite sairple taken July 27 - August 2, 1986. A gama scan detected no reactor related activity.

Ti!I water saaples taken by EPA at the plant discharge (includes Units 1 and 2) to the river consisted of seven daily composite sanples taken froa July 26 - August 2, 1986. A gama scan detected no reactor related activity.

The EPA analysis of the fiRC cutdoor air sample for the period August 7 - 14, 1986 showed that concentrations of Cs-137 and I-131 were below the lower linit of quantitative detectability for the systen.

AUXILIARY NiD FUEL HMIDLIhG DUILDING ACTIVITIES Kelly vacuuaing decontauination has been started in the Reactor Coolant Evaporator cubicle on the 281' elevation of the Auxiliary Building.

Hands-on decontamination has been started in the Evaporator Condensate Test Tank cubicle after ccmpletion of Kelly vacuuming.

PUBLIC HEETIliG On the evening of August 13, 1986, the Advisory Panel for the Dacontamination of Three I!ile Island Unit 2 held a public necting at the Public Safety Building, Lcncaster, PA.

At this neeting, the Panel received a briefing by F. Standerfer, Director, THI-2, on the status of defueling. The Panel viewed a video tape of the recent core stratification scnple acquisition progran. The licensee also outlined plans for the continuation of the defueling program.

The Panel also received a status report by the hRC staff on regulatory issues related to TMI-2.

The renainder of the meeting was devoted to a discussion of the licensee's recent proposal for the disposal of the THI-2 accident-generated water. The Panel received a presentation or this issue by F. Standerfer.

The Panel and nerbers of the public asked nuourcus questions related to the environmental acceptability of the varicus alternative disposal options.

W. Travers, liRC, outlined the liRC's plans for the review of the licensee's proposal.

The next neeting of the Advisory Panel is scheduled for October 8,1986 frcn 7:00 PM to 10:00 PM at a location to be datermined.
