'In a letter to the Commission dated June 18, 1986, you requested that the Integrated Safety Assessment Program (ISAP) be extended to Millstone Units 2 and 3.

The staff is currently conducting an ISAP pilot effort for Millstone Unit 1 and Haddam Neck in accordance with the Commission's policy statement of November 15, 1984.

In your June 18, 1986 request, you proposed that Millstone Units 2 and 3 be assigned to the Integrated Safety Assessment Project Directorate so that NRC staff familiar with the ISAP practices could manage the licensing activities and integrated assessments for all four of the Northeast Utilities' facilities.

The Commission continues to enthusiastically support the concept of ISAP as a means to provide effective, efficient, and timely improvements in plant safety.

Further, the House Committee on Appropriations in reporting the Energy and Water Development Appropriation Bill for FY 1987 expressed strong support for the continuation of ISAP.

We recognize the value of the comprehensive approach of ISAP which continuously reflects on operating experience and probabilistic and research insights.

From a regulatory stand point, this integrated approach makes it possible for utility management and regulators to give appropriate priority attention to issues of utmost safety importance. At the same time, the i

approach goes beyond the regulatory environment to consider all plant activities for comprehensive plant excellence.

It also provides an avenue to recognize issues that might otherwise be overlooked without the integrated evaluation.

l The purpose of the pilot program is to develop the experience from which the Commission can decide how the ISAP concept can best be applied to other operating nuclear power plants. The pilot program is scheduled to be completed near the end of the year. The staff has committed to provide the Commission with a summary of the pilot program experience and recommendations for continuation or redirection of ISAP by the fall of 1986.

Although the ISAP pilot program is not yet complete, the Comission continues to endorse the use of PRA and other rglevant factors in assessing priorities of plant improvements for all operating reactors.

In this regard, the NRC staff is utilizing all available in ormation, including PRAs, in assigning priorities to outstanding issues. W ncourage you to work with the project directorates to factor in your thou ts in prioritization of licensing actions and your initiatives.
