Subject: Resident Inspection 50-245/88-17 (8/30/88 to 10/17/88)

The enclosed report documents the results of the above subject inspection of

Millstone 1.

The results have been discussed with Mr. R. Palmiert of your staff.

,

No violations were identified and no reply to this letter is required.

Our inspection noted generally conservative operator responses to loss of equipment

in the events involving the flooding of the emergency service water (ESW) strainer

pit. loss of the standby gas treatment system ($8CT), and the loss of the "0"

ESW

pump while the diesel generator was out of service for maintenance. We observed

good maintenance practices and controls for the work on the diesel generators.

Also, the discovery of inadequacies in the charcoal used for the SBGT by a main-

tenance supervisor was particularly noteworthy.

This inspection also noted that management attention to correction of the follow-

ing is appropriate.

Inconsistent treatment of the ESW system as an engineered safety feature and
