RESPONSE TO PETITION RELATED TO THE ENVIRONMENTAL PROTECTION PLAN Re:
Limerick Generating Station, Unit 1 As you are aware, Mr. Robert L. Anthony submitted a Petition dated March 5,1986, which we are handling pursuant to 10 CFR 2.206, wherein he requested that the Nuclear Regulatory Commission imediately suspend the license issued to the Philadelphia Electric Company (licensee) for the Limerick Generating Station, Unit 1 (LGS). The relief sought by the Petition was based upon alleged violations by the licensee of certain requirements of the license as contained in the Environmental Protection Plan (EPP).
The staff's letter to Mr. Anthony of May 27, 1986, indicated that the staff saw no need to take the immediate action requested in the Petition but would continue to pursue the matters raised in it.
We have received the docket decision of the Delaware River Basin Commission, as attached to Mr. Troy Conner's letter of May 13, 1986, which sets forth DRBC's approval of Schuylkill River water dissolved oxygen constraints, reallocation of the Titus and Cromby plant water supplies to Limerick and releases from the Tamaqua reservoirs into the Schuylkill River. Neverthe-less, to enable us to continue our review of this matter, we request that the Philadelphia Electric Company submit a response to the issues raised in Mr. Anthony's Petition of March 5,1986. The response should consider all of the issues required to be considered by the EPP, including but not limited to.a discussion of impingement and entrainment impacts. With respect to impingement and entrainment, specifically address the potential impacts resulting from the increased use of the Schuylkill River intakes, over the use evaluated in the FES OL, April 1984, due to the present unavailability of the Point Pleasant Diversion Project.
