Box 551 Little Rock, Arkansas 72203 Gentlemen: This refe's to the special inspection conducted by Messrs. L. T. Ricketsca and B. Murra/ of this office and R. L. Pedersen of the Office of Nuclear Reactor Regulation during the period November 3-4, 1988, of activities authorized by NRC Operating Licenses DPR-51 and NPF-6 for \\rkansas Nuclear One, Units 1 and 2, and to the discussion of our findiny with Mr. J. M. Levine and other members of your staff at the conclusion of the inspection. Areas examined during the inspection included portions of the radiation protection program and the events surrounding the apparent overexposure of one worker. Within these areas, the inspection consisted of selective examination of procedures and representative records, interviews witn personnel, and observations by the NRC inspectors of nockups and reenactfrents. The inspection findings are documented in the enclosed inspection report. During this inspection, it was found that certain of your activities were in violation of NRC requirerents. As discussed during the telephone conversation on November 16, 1988, bet ween your Mr. J. M. Levine and Mr. R. L. Bangart of this office, we have scheduled an enforcement conference ir our office at 1 ')0 p.m. on December 1,1988, to discuss your understanding of these apparent violations, the reason for occurrence, and your corrective ar*1ons.
