6 SAFETY EVALUATION SEABROOK STATION, UNIT 1 DOCKET NO. 50-443 13 Conduct of Operations 13.1 Organizational Structure and Qualifications The staff visited the Seabrook Station to interview selected key management personnel in the revised corporate and operating organizations. These discus-

- sions covered each manager's role, control,'and coordination of his unit's effort, potential problems, and his expectations from the personnel reporting to him.

The staff found the managers to be proud of their units and enthusiastic about' carrying out their missions. There will be an extensive use of computers to track activities at all levels as well as strict configuration control to deter ad hoc actions that could result in unreviewed plant conditions. Outside review groups such as INPO and personnel from operating facilities have been used to assess the Seabrook organization structure and to help define potential problem In addition, corporate personnel visited other operating facilities in areas.

We conclude that the operating organization and the corporate support elements are in place and functioning so as to provide assurance that Seabrook Unit I can be operated safely.

13.1.1 Corporats Organization 13.1.1.1 Corporate Organization In FSAR Amendment 58, the applicant proposed changes to the corporate organ-ization to reflect the transition from a construction to an operating mode for Unit 1.

There is a realignment and expansion of the structure reporting to the Senior Vice President of New Hampshire Yankee (NHY) as shown in Figure 13.1. The responsibilities and duties of the various organizational elements encompass the activities of the previous corporate organization that were re-viewed and found acceptable by the staff.

Reporting to the NHY Senior Vice President are the Vice President Nuclear Pro ~

duction, Vice President and Director of Quality Programs, Director of Corporate Services, Director of Management Control, Director of Engineering, and an Executive Ass,istant.

The Vice President and Director of Quality Programs has been delegated the necessary authority and responsibility to implement the operational OA program (0QAP). This activity will be carried out by the Nuclear Quality Group (NQG) which reports to the Vice President and Director of Quality Programs via the Nuclear. Quality' Manager. Previously, the NQG reported to the Vice President Nuclear Production. This change in reporting is acceptable because it maintains the independence of the NQG from the plant operations organization. Various operational support services have been. delegated to the Yankee Nuclear Services Division (YNSD); however, the NQG's authority extends over the NHY Corporate r

Staff, the Seabrook Station Staff, YNSD, and any other organization performing 0QAP related work for Seabrook.

The Director of Engineering is responsible for implementing engineering programs, configuration management, reliability and performance engineering, special pro-jects, field engineering and design, and safety evaluations for Seabrook. NHY has contracted with YNSD for certain operational and station support services.

NHY has delegated to YNSD the necessary authority and organizational freedom to accomplish these support services; however, NHY retains ultimate responsibility for monitoring and approving the work.

  • The Director of Management Control and the Director of Corporate Services provide administrative and corporate facilities and equipment not controlled j

by the Seabrook Station Staff.

The Executive Assistant manages the Independent Safety Engineering Group amon other activities for the Senior Vice President.

The Vice President Nuclear Production has full time responsibility for the i

operation of the Seabrook Station. The Station Manager, Nuclear Services Manager, Startup Manager, and Training Center Manager report to the Vice President Nuclear Production. This structure is essentially as in the pre-j viously reviewed organization except that information systems and QA are managed by other NHY entities.

In Seabrook SSER 4, the staff recomended that approval authority for preopera-tion and startup tests and test results be assigned to a management individual.

In Ref. 3, the applicant stated that the approval authority has been assigned to j

the Station Manager or the Startup Manager as appropriate. We consider this issue closed.

The staff also recomended these authorized to direct the tests have a minimum of 1 year of nuclear power plant experience. In Ref. 3, the ap-plicant.. stated t'at those authorized to direct tests have more than one year of h

nuclear power plant experience. We consider this issue closed.

Evaluation Modifications to the corporate organization for the management of, and the means for providing technical support for, the plant staff during operation of the Seabrook facility have been presented in FSAR Amendment 58.

Our review of the modifications and previous staff safety evaluations indicates that the organization is capable of providing support for the technical and yrogrammatic areas identified.

Consequently, we conclude that the applicant has an accept isle organization to manage and support the operation of the facility.

.,a 13.1.2.2 Operations In FSAR Amendment 58 the applicant modified the onsite organization to that shown in Figure 13.2. -The changes from the previous organization structure were realignment of reporting for some functional entities and creation of several intermediate managers. Our review of the new organization indicates that there is no substantive change in the functional activities carried out by the onsite organization.

As a result of the lessons learned form the Three Mile Island accident, the staff requires that licensees provide onshift engineering expertise. A Com-mission Policy Statement on Engineering Expertise on Shift allows the role of the Shift Technical Advisor (STA) to be combined with one of the SR0s on shift,'

if certain training and educational criteria are met.

In FSAR Amendment 58, the applicant stated that the Shift Superintendent will function as the STA and provide requisite technical expertise in the event of any abnormal opera-I tional occurrence.

In Reference 1, the applicant noted that at least two SR0s (including the Shift Superintendent), who are STA trained are on each shift.

These individuals possess Bachelor of Science degrees in Liberal Studies from Regents College of the University of the State of New York. We have reviewed the minimum technical content of tne formal college level education of the SR0/STA candidates at Seabrook Station, Unit 1, and have concluded that this j

. level of technical course work satisfies the formal education criteria of the Policy Statement. Therefore, we consider the Shift Superintendents acceptable i

for the dual SRO/STA role.

13.4.3 In FSAR Amendment 58, the applicant changed the name of the Operational Engineering Section to Independent Safety Engineering Group (ISEG).

the applicant noted that ISEG has been established and functions pursuant to a charter and interface agreement approved by the NHY Senior Vice President.

These documents provide executive direction that the recommendations submitted by the ISEG receive appropriate consideration and action by the line and staff executives and nanagement, and that a response is sent back.to the ISEG.

ISEG will report to the Executive Assistant to the Senior Vice President, who has been given authority to ensure the recommendations are acted upon by the appropriate elements of the organization.

We find the provisions for implementing ISEG acceptable.

Quality Assurance SSER Seabrook Station Units 1 and 2 As a result of Public Service Company of New Hampshire's submittals through Amendment 58, there were several organizational changes which affected our previous SER organizational description for the operation of the Seabrook Station.

Therefore, it is necessary that Section 17.2 " Organization," and the QA organi-zation chart Figure 17.1 be replaced by the following supplement.

l 17.2 Organization The organization responsible for the operation of Seabrook Station and for the establishment and execution of the operations phase QA, program is shown in Figure 17.1.

The Public Service Company of New Hampshire (PSNH) President and Chief Executive Officer, has delegated to the New Hampshire Yankee (NHY)

President and Chief Executive Officer, a division within the Public Service i

Company of New Hampshire, the direct responsibility for operation, maintenance ~,

modification and refueling of the Seabrook Station, Units 1 and 2.

organization is responsible for (1) reviewing and concurring with documents affecting safety; (2) verifying inplant activities by surveillance inspections and examinations; (3) evaluating suppliers before contracts are awarded; (4) inspecting suppliers' facilities; (5) ensuring that personnel qualifi-cations are current and applicable to the work being performed; (6) ensuring that corrective actions are effective and accomplished in a timely manner; and 4

(7) conducting (a) internal audits of maintenance, modification, and operations activities and (b) external audits of suppliers activities.
