7 DIRECTOR'S DENIAL OF NEM Et@3 LAND COALITION ON NUCLEAR POIILUTION'S 2.206 PETITION FOR ENFORCEMENT AND MOTION FOR SUSPENSION OF CONSTRUCTION The Commission by a vote of 4-1 (with Commissioner Asselstine disagreeing) has decided not to take review of the Director of NRRs Decision denying New England Coalition on Nuclear j
pollution's 2.206 petition in this matter.
Ilowever, the Commission requests that the staff monitor closely matters regarding organizational changes at Seabrook and advise the r
Commission of staff's schedule for resolving such matters well in advance of any licensing decision.

The Commission (with Commissioners Asselstine and Bernthal disagreeing) directs OELD and OGC to agree promptly on proce-dures to assure that positions on unique or close legal questions can be reached and provided to the Directors prior to their decisions under 10 CFR Section 2.206.
The Commission requests that it be informed of these agreed-to procedures no later than forty-five days from the date of this memorandum.
