IE BULLETIN 80-11, MASONRY WALL DESIGN (TAC # 42912)
Re: Lacrosse Boiling Water Reactor (LACBWR)
On May 8,1980, the NRC issued Inspection and Enforcement (IE)Bulletin 80-11, Masonry Wall Design, which required Dairyland Power Cooperative (DPC) to reevaluate the design adequacy of safety-related masonry walls under postulated loads, including seismic load. DPC responded to the bulletin by letter dated July 16, 1980 and in the integrated consequence study dated October 11, 1984, as supplemented March 15, 1985.
In the consequence study, DPC stated that failure of any masonry walls would not impact on systems or equipment required to achieve and maintain safe shutdown conditions with the exception of the portable emergency service water supply system (ESWSS) pumps. The ESWSS pumps are presently stored in the turbine building. DPC has committed to construct a storage shed outside the turbine building to house the ESWSS pumps and associated equipment.
The schedule for construction of the shed will be determined after we have completed our evaluation of the consequence study. We plan on issuing our evaluation on the consequence study in July 1986, and will discuss the schedule for the completion of the shed at that time.
Based on the configuration of the masonry walls and proposed modification, the staff concludes that there is reasonable assurance that failure of any masonry wall at LACBWR will not affect the ability of the plant to safely shutdown. This closes out the staff actions on IE Bulletin 80-11.
