Dear Mr. Hall:
The purpose of this letter is to inform you that a recent NRC inspection of records belonging to Planned Maintenance Systems, Incorporated (PMS) of Mount Vernon, Illinois, indicated that you may have purchased Class 1E components or services from PMS for your Clinton Power Station. The enclosure to this letter contains reference purchase order numbers and dates for suspected purchases by your facility from PMS.
As discussed in NRC Information Notice 88-19. "Questiorable certification of Class 1E Components," dated April 26, 1988, a 10 CFR Part 21 notification sub-mitted on April 1,1988 by Wolf Creek Nuclear Operating Cc"poration (WCf400) brought into question the validity of Certificates of Complunce issued by PMS for Class IE equipment. The PMS Certificate of Compliance, supplied with the order, certified that all of the procurement document requirements had bcen met and to deviations from the requirements had been identified.
However, a subse-quent WCN0C surveillance revealed that the records in PMS's possession did not support the statement on the PMS Certificate of Compliance that all the purchase order requirements had been met.
In response to this notification, the NRC staff inspected PMS. The fiRC inspectors found several additional instances where certifications issued by Pits con /ing safety-related electrical equipment, which they had supplied to licensees, were not adequately supported >y documentation in PMS's possession.
In addition, PMS could not provide the NRC inspectors with sufficient information to accurately identify the amount or type of Class 1E equipment they may have suoplied to nuclear facilities.
You should review your purchasing records for the period from January 1 1985, thedatePMSstartedbusiness,tothepresenttoidentifyprocurementsfromPMS.
If you determine that you have procured safety-related components from PMS, you should take appropria.e action to ensure that the identified corponents art in compliance wit 1 t1e applicable NRC requirements and industry standards.
