In response to your letter of April 13,1999, concerning NRC Office of Investigation Report No.1-1998-033, Niagara Mohawk Power Corporation needs additional information in order to either respond to the apparent violation, or prepare for a predecisional enforcement conference. The inve:tigation synopsis enclosed with your report did not provide the basis upon which you determined that the violation was willful, nor does the letter specifically identify the NRC requirement that was violated.
Please provide the necessary information so that we can respond to your April 13,1999, letter appropriately. Given the need for this additional information, we will not be able to inform Mr. Richard Conte of our intended response within 7 days of your letter, but we will be able to provide that information within 7 days of receiving the necessary information.
