SUBJECT:
EQUIPMENT QUALIFICATION (EQ) INSPECTION - WATERFORD STEAM ELEtIRIC
STATION, UNIT 3 (NRC INSPECTION 50-382/88-27)
This refers to a special EQ followup inspection to review compliance with
10 CFR 50.49 of activities authorized by License Fo, NPF-38 conducted by
Mr. A. R. Johnson during the period October 17-27 and November 1-4, 1988, at
the NRC Region IV office for the Waterford Steam Electric Station, Unit 3.
Areas examined during this inspection were your actions on previously
identified items regarding equipment qualification as documen.ad in NRC
Inspection Report 50-502/86-32 which was forwarded to you previously by our
letter dated Spril 16, 1987.
We have examined your actions taken with regard to these findings as discussed
wit 5 you and other membe;*s of your staff during the enforcement meeting held on
October 4, 1988, at the NRC Region IV office, and as outlined in your response
letter to NRC Region IV on October 18, 1988.
The inspection findings are
documented in the enclosed NRC Inspection Report 50-382/88-27.
During the followup inspection, it was found that certain of vcur activities
which occurred subsequent to November 30, 1985, were in violation of NRC
requirements.
You are required to respond to the violatiuns, in writing, in
accordance with the provisions of Section 2.201 of the NRC's "Rules of
Practice," Part 2, Title 10. Code of Feder;' Regulations.
Your response
should be based on the specifics contained in the Notice of Violation enclosed
with this letter.
Five unresolved items were identified of which three have been closed out
requiring no further action.
These items were previously identified as pc.ential
enforcement /unrssolved items in NRC inspection Report 50-382/86-32.
