SUBJECT:

Generic letter 83-28, Item 2.2 (Parts 1 and 2), Equipment Classification and Vendor Interface Program fo* all Safety Related Components item 2.2 (Part 1) of Generic Letter 83-28 requires licensees to describe their program for classifying safety-related component > and controlling safety-related activities. Item 2.2 (Part 2) of Generic Letter 83-28 requires licensees to establish, implement and maintain a continuing program to ensure that vendor information for safety-related components is cerrplete, current a..d controlled throughout the life of the plant, and appropriately referenced or incorporated in plant instructions and procedures. Unior Electric Company responded to these items by submittals dated November 18, 1983; March 12, 1984; May 21, 1984; December 27, 1984; May 17, 1985; and January 27, 1987.

The staff has completed its review of your responses and finds them to be acceptable. The safety evaluation for Item 2.2 (Part 1) is in Enclosure 1, and the safety evaluation for Item 2.2 (Part 2) is in Enclosure 2. Regarding Enclosure 2, the staff has the understanding that your commitment to implement the NUTAC/VEITP program includes the objective for " Internal Handling of Vendor Services," described on page 23 of the March 1984 NUTAC report, and includes the enhancements described in Section 3.2 of the report to the extent that you can control or influence such enhancements. In addition, you should establish a program to periodically contact the vendors of key components for the exchange of technical information. For the diesel generator and safety-related switchgear vendors, a formal interface such as that with the NSSS vendor should be established if practicable.
