Gentlemen:

This refers to the routine safety inspection conducted by Messrs. P. M. Byron,

D. C. Kosloff, T. D. Reidinger, D. L. Shepard, T. E. Vandel and L. N. Valenti,

of this office on August 16 through September 30, 1988, of activities at

Davis-Besse Nuclear Power Station, authorized by Facility Operating License

No. NPF-3, and to the discussion of our findings with Mr. L. Storz at the

conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection.

During the inspection, two operator license examiners conducted a two phase

inspection of the operator annual operating examination.

The primary

objective of the inspection was to ensure that the Davis-Besse operators were

capable of effectively using the station's abnormal operating procedures.

Observations by the examiners indicated that the operators were able to use

the procedures to bring the facility to a stable, safe condition.

The second

part of the inspection cortpared the content and administration of the

examination against the new NRC requalification guidelines.

The results of

this effort appear to indicate that you have made very little progress in

implementing the requalification training program for simulator scenario

development and exercise evaluation.

Because we view this apparent lack of

progress with some concern, we request that you respond to this weakness

within 30 days of the date of this letter informing us of your proposed

plans and schedule for implementing the new requalification program guidance.
