ADMINISTRATION OF NRC REQUALIFICATION EXAMS TO BROWNS FERRY GROUP !Y OPERATORS As requested we have again reevaluated the need for administering NRC requalification exams to Group IV operators prior to their assuming licensed operator duties at Browns Ferry. We have searched the correspondence and docurrentation related to this issue, including the licensed operator preblems prior to the issuance of the Confirmation of Action Letter, and again conclude that the Group IV operators must pass an NRC acministered requalification exam before assuming licensed duties at Browns Ferry in the startup and run modes.

We believe your March 24, 1986 response to our January 2, 1986 Confirmation of Action Letter clearly ctatts you to this position, and nothing has transpired since that time to cause us to believe that your commitrr.ent has been changed. We also believe that there is no safety or regulatory basis for us to conclude that NRC administered requalification exams of the Group IV operators are ne longer necessary.

We plan to administer requalification examinations in February 1989 in order to evaluate your requalification program. At that time, we also intend to administer requalification examinations to all Group IV operators.
