SHIPMENT OF LOW-LEVEL WASTE LINER FROM MILLSTONE UNIT N0. 1, MILLSTONE NUCLEAR POWER STATION Mr. Phillip R. Reed of the NRC Office of Nuclear Regulatory Research and I have been in contact with your staff, through Ms. Deborah L. Hersey, concerning the disposal of a defonned low-level radwaste liner at Millstone Unit 1.

Mr. Reed proposed that Northeast Utilities ship the liner to Idaho National Engineering Laboratory instead of the low-level waste disposal site at Hanford, Washington so that the NRC could investigate the liner deformation mechanism as part of an ongoing research program on decontamination radwaste.

We have contacted our contractor at INEL and they will be expecting receipt of the liner in early December 1988. The exact date and shipping address at INEL should be finalized with either Mr. Chuck McIsaac (208-526-0581) or Mr. John Mordler (208-526-4185) of INEL.

It is our understanding that Northeast Utilities would pay for the liner shipping costs.

Additional information concerning the shipment of the liner is enclosed.
