This refers to the inspection conducted by Messrs. R. A. Caldwell and J. A. F. Kelly
of this office during the period February 18-21, 1986, of activities authorized
by NRC Oper.ating Licenses DPR-51 and NPF-6 for Arkansas Nuclear One, and to the
discussion of our findings with Mr. J. R. Levine, and other members of your

staff at lhe conclusion of the inspection.

Areas examined during the inspection included access control
personnel, locks,
J
keys,'and combinations, security organization, security program audit,
i
management effectiveness - security program, lighting, records and reports, alarm
!
stations, physical barriers - vital areas, detection aids - vital areas,
)
communications and compensatory measures.
Within these areas, the inspection
l
consisted of selective examination of procedures and representative records,
j
interviews with personnel, and observations by the inspectors.
These findings
are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in
j
violation of NRC requirements.
Consequently, you are required to respond to
,
!
these violations, in writing, in accordance with the provisions of Section 2.201
'
j
of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.

Your response should be based on the specifics contained in the Notice of
i
Violation enclosed with this letter.
!
The material enclosed herewith contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
i
i
by Section 147 of the Atomic Energy Act of 1954, as amended.
Therefore, the
material, with the exception of the report cover page which is an inspection
summary, will not be placed in the Public Document Room.
