Gentlemen:
This refers to the inspection conducted by Messrs. R. A. Caldwell and
A. B. Earnest of this office during the period January 27-31, 1986, of
activities authorized by NRC Operating License NPF-38 for Waterford 3 Steam
Electric Station, Killona, Louisiana.
Inspection Report 50-382/86-01 was
transmitted to you on February 28, 1986, and was the basis for our discussions
at an enforcement conference held on March 5, 1986, at the Region IV office in
Arlington, Texas.
During this inspection, it was found that certain of your activities appeared
to be in violation of NRC requirements and based on information presented
at the enforcement conference and our further evaluation, we have determined
that violations did occur.
Consequently, you are required to respond to these
violations, in writing, in accordance with the provisions of Section 2.201 of
the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.
Your response should be based on the specifics contained in the Notice of
Violation enclosed with this letter.
Please note that apparent violation
382/8601-01 has been restructured into three separate violations, (382/8601-01,
-07, and -08), and apparent violation 382/8601-06 has been deleted on the basis
of further evaluation.
The material enclosed herewith contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to unauthcrized individuals is prohibited
by Section 147 of the Atomic Energy Action of 1954, as amended.
Therefore, the
material, with the exception of the report cover page which is an inspection
summary, will not be placed in the Public Document Room.
The responses directed by this letter and the enclosed Notico are not subject
to the clearance procedures of the Office of Management and Budget as required
by the Paperwork Reduction Act of 1980, PL 96-511.
