ENFORCEMENT DISCRETION FOR MCGUIRE STATION, UNIT 2 DOCKET NO. 50-370 This letter acknowledges your letter of Octcber 31, 1988, requesting relief from the Action Statement of Technical Specification 3.6.5.6 Containment Air Return and Hydrogen Skimmer System.
In your telephone conversation with Region 11 and NRR staff on October 28, 1988 you were informed that discretionary enforcement action would be granted to extend the referenced action statement until such time as the Unit 2 VX system is modified as described in your letter of October 31, 1588.
We understand that this permanent modification will be installed at the next refueling outage now scheduled for July 1989, or during an outage of sufficient duration following completion of the design.
Also, we understand that the temporary modification now in place which would provide an alternate source of power to close the idle fan suction damper by cross connecting the respective power supplies through normally deenergized cables and red-tagged open breakers will remain in place until such time that the permanent modification to the VX system is complete.
